		<description>DFAIT and Industry Canada are not business, they are Canadian government. Government provides their mandates. Unless you decide to make policy with reckless disregard to the economic impact of its concequences, it seems pragmatic to &lt;em&gt;at least&lt;/em&gt; consult with impacted parties. Sounds like an interesting book... to me, at least.</description>
